A Foundational Theory of Belief and Belief Change

Abstract We suggest a foundational representation for the notion of belief and belief change process based on the notion of an epistemic state and its associated Scott consequence relation. We study the basic belief change operations in this framework and compare the resulting theory with related approaches.
