Bridging functional safety and cyber security of SIS/SCS

Safety Instrument System (SIS) and Safety Control System (SCS) of Industrial Automation Control System (IACS) used in power plant, utility system, traffic system and manufacturing factory are required reliability, safety and availability. IEC 61508 shows functional safety requirements and counter measures, and IEC 62443 shows cyber security requirements and counter measures. However there are many gaps between these standards; terminology, concept and measurement. How to achieve safety and security is an emergency problem of designing SIS/SCS. Therefore, IEC TR 63069 and IEC 63074 to bridge functional safety and cyber security is under developing. This paper will describe the technical issues and topics of the standard.
