HIGHWAY DESIGN CONSISTENCY AND SYSTEMATIC DESIGN RELATED TO HIGHWAY SAFETY

This paper proposes a more systematic approach to highway design for achieving consistent designs to meet the needs of drivers. It is intended as a catalyst toward promoting optimal improvements of existing facilities. Its nature is conceptual. The topics covered include (a) a critique of current practices; (b) the evolution of highway design; (c) objectifying the design process; (d) consistency of design in relation to driver expectancy; (e) application to achieve design consistency; and (f) developing a cost-effectiveness methodology. /Author/
