Key Material Mill Supervision Mode of High-Speed Railway Project: A Case Study of Polyurea Spray

The mill supervision is the owner to entrust a qualified third party to control the quality of the whole process of the suppliers' production. It relates to the inspection of the procedures from raw materials to the product shipment. It is an all-around quality assurance about the internal and external. High-speed railway material's mill supervision combined the respective advantages of social equipment supervision and military representatives. The supervision introduced relevant technical experts as the monitors, and set up the strategic alliance with the Association of Waterproof. These measures played key roles in the materials quality source management of the railway project. This paper takes the mill supervision of the Beijing-Shanghai high-speed railway polyurea spray materials as an example, and employs the supply chain governance theory to analyze quality risk control mode, so that it can be a reference for later project mill supervision, even in other industries.
