Design principles for carbon emissions reduction programs.

Thegoal,articulatedbyPresidentObamain2009,ofreducingU.S. carbon emissions 17% from the 2005 level by 2020 iseminentlyachievablewithoutnewtechnologyorappreciablesacrifice by energy users.
