The invention provides a method and a device for measurement threshold setting in a TD-LTE system. The method includes acquiring set threshold S-measure used for starting measurement, threshold A1 Threshold in a measurement event A1 and threshold A2 Threshold in a measurement event A2, indicating S-Measure, A1 Threshold and A2 Threshold to a user terminal UE when determining that S-Measure> A1 Threshold, S-Measure> A2 Threshold, and A1 Threshold > A2 Threshold and indicating that measurement threshold setting is conducted again otherwise. The method and the device resolve the problem that the terminal conducts unreasonable measurement, consumes too much power and occupies network signaling or business resources, and improve data business transmission performance of the terminal.
