Institutional design principles for accountability in large irrigation systems

Este informe argumenta que los sistemas de riego administrados por organizaciones autonomas especificas en sistemas responsables ante sus clientes se desempenan mejor y son mas sustentables que los sistemas administrados por agencias dependientes el gobierno (organizativa y financieramente), o por agencias responsables de muchos sistemas. Se usa una matrix de autonomia-dependencia y sistemas simples-multiples para clasificar los casos selectos Estos se discuten para esclaecer la plausibilidad de estas hipotesis basica Se realizan varias sugerencias para investigaciones futuras y se alienta a los realizadores de politica a usarlas en el diseno de los programas de desarrollo
