Applying Talent Quality-Management System (TTQS) and Information Visualization to e-Learning Partner Project

In order to reduce the gap of digital skills between urban and rural, the ministry of education in Taiwan carried out an e-learning partner project in rural schools. The quality management of education in such schools can improve the performance of training. In the present study, Talent Quality-management System was used to explore the effect of the training with the help of 18 indexes. Data consisted of 276 records from the teaching side in the behaviour assessment survey in the case university which was collected during the three semesters in the academic years of 2018–2019. The questionnaire included the variables of self-evaluation, administration assessment and information technology support. Using Tableau software and further analysis, the hidden issues could be highlighted to the decision maker. Basic statistical analyses, ANOVA, post-hoc analysis and information visualization were used to carry out analysis in this study. The results demonstrated that regular process management and retention were two main factors affecting the performance in the e-learning partner project. We contend that using insights from this study, the cost of human resources training could be declined further.
