Two-Phase Packet scheduling for UMTS High Speed Downlink Packet Access

UMTS networks allow multiple mobile users to access and share radio resource in High Speed Downlink Access (HSDPA). The HSDPA technique is proposed by 3GPP to maximize throughput and to enhance the downlink speed of data transmission in shared channels. In this paper, we propose a Two-Phase Packet scheduling Scheme for HSDPA. In designing of fast packet scheduling, we compromise delay and fairness issues from the user's point of view and throughput performance from the system's point of view. Besides, our scheme can solve some problems in 3GPP specification which are probably with starvation and low utility. Finally, the performance of the proposed scheme is evaluated by simulation.
