Public participation and scenic quality analysis

Abstract This paper examines the question of whether public participation is desirable in landscape evaluation techniques and, if so, which members of the public should be included in such deliberations? Reference is made to a wide range of literature concerning these problems. Initially, attention is focused on the degree of congruence on landscape perceptions of planners and members of the public, before more general philosophical, methodological and practical arguments are considered. The second section concerns itself with identifying the various ‘publics’ and evaluating their potential role within landscape evaluations. Finally, a critical appraisal is made of several landscape assessment methodologies that have attempted to include some degree of public participation in their procedures. It is concluded that, because of methodological problems in both landscape assessment and methods of including public input into planning decisions, a successful marriage of the two has not yet been achieved.
