Economic development, research and development, policy making: Some converging views†

Order, harmony, planning, method, comprehensive understanding—these qualities, it is almost universally agreed, are necessary and invaluable for any organized effort. But are they? The authors of this paper are persuaded that an unbalanced economy may be more productive and quicker to develop than a balanced one, that a carefully thought-out plan of research may be a hindrance rather than a help in achieving the desired goal, and that sometimes it may be easier to solve a problem if it is not fully understood.
