THE FINDINGS AND CONCLUSIONS ARE REVIEWED OF A PLAN MAKING PROCESS, IN GENERAL, AND EVALUATION METHODOLOGY, IN PARTICULAR, OF THE MAJOR LAND USE AND TRANSPORTATION PLANNING PROGRAMS. BASED ON THIS REVIEW AND THE INSIGHTS AND IDEAS GAINED FROM DISCUSSIONS WITH MANY PLANNERS, THE AUTHORS HAVE FORMULATED GUIDELINES ON USE OF ALTERNATIVE PLANS IN A CONTINUING PLANNING PROCESS, GUIDELINES ON THE EVALUATION OF ALTERNATIVE PLANS, AND RECOMMENDATIONS ON RESEARCH.
