On the choice of optimal energy options at the city-metropolitan level

We analyze the long-run consequences at the city-metropolitan level if, given a reliance on conventional fossil fuel energy resources, such resources become vulnerable to supply disruption. For this eventuality, new energy sources not vulnerable to disruption should be developed as quickly as possible. Investment in a solar energy-weatherization program at the local level accomplishes this.
