Understanding knowledge spillovers

This paper reviews key papers and issues in the conceptual and empirical literature on knowledge spillovers, with a focus on the urban context. The review examines the effect of spillovers on urban productivity and city size. Among the issues covered are econometric identification of causal effects, spatial decay of spillovers, and the changing role of spillovers over time.
