Mechanism and Performance Evaluation of a Rate Control Method for Streaming Distribution

This paper introduces a novel end-to-end rate control scheme for streaming applications considering playback time of buffered data. The primary target of this scheme is to prevent the degradation of playback quality of all clients when congestion occurs. In this scheme, the streaming server utilizes available bandwidth to increase throughput and to reduce the total transmission time, while each client uses its playback time of buffered data to generate feedback timer. The rate control scheme is TCP friendly and is well-suited to large scale streaming system, where the server is handling many concurrent connections and the clients spread widely over the network.
