Laying out the Foundation for a Digital Government Model Case Study - Tunisia

The objective of this chapter is to describe the foundation for a digital government. It will define the steps for governments to follow to develop services based on information and telecommunications technologies and the Internet. Governments need to define objectives and develop a thorough plan to implement on-line services. Planning will be based on a set of interdependent tasks constituting three major aspects. They are the telecommunications infrastructure, the legal framework, and the digital divide. A model to implement such a plan will be presented and discussed in this chapter. The model can be implemented by any country, especially emerging ones. The Tunisian government effort to move toward a digital government will be presented as an example.
