Constructing the Concept of the Indicator for the Blind in New Chitose Airport International Passenger Terminal Building

New Chitose Airport International Passenger Terminal Building is scheduled to open in March, 2010. This airport building was built based upon the concept of Universal Design. The authors have supported this project for several years, and considered lots of issues so that every people might move safely and smoothly in the building. The purpose of this study is to assess where to install the indicators for the visually impaired visitors to move safely in the airport building. The authors tackled this problem from various angles for the visually handicapped people. They gathered lots of information about laws, regulations and guidelines for the elderly and the disabled people in Japan. Comments from visually handicapped people and much advice of respected experts in Universal Design were collected as well. As a characteristic feature, the authors took their comments and advice into account as to how airport staffs should guide visually impaired visitors by using various equipments and tactile ground surface indicators effectively. They decided not to install numerous indicators because Japanese airport buildings provide much more of direct human service than other traffic terminals. According to some regulations, the authors' approach about airport facilities may be unique. For the visually handicapped, people in wheelchairs and those who have difficulty walking, this approach is certainly very useful and effective. The authors believe they will be able to move safely in the airport buildings, and start their trip comfortably.
