NETWORK SAFETY MANAGEMENT - A QUANTITATIVE APPROACH

Traditional traffic management schemes focus on solving a particular problem without considering any wider impact which may include a reduction in safety. Traffic assignment models can take account of re-routing effects but do not take account of effects on safety. This paper outlines the development of software which can be used to predict the number of accidents across a road network. When linked with a traffic assessment model it is possible to carry out comparisons between schemes taking account of reassignment, congestion and safety issues.
