Abstract : The use of open architecture (OA) systems to guide acquisition of naval systems and the opening up of proprietary systems is presumed to have produced significant cost savings. However, their use may have also introduced new forms of risk and uncertainty for the acquisition manager. Addressing this problem, several qualitative research studies were conducted to identify benefits, risks, and best practices from historical case data involving OA, service-oriented architecture (SOA), and modular open systems approach (MOSA) implementations.
