The requirements of human beings included five classes basically, physiological need, safety, communication, respect, realization of self value. Those requirements formed and were satisfied gradually from basic to advanced level. It would not inspire human beings once the basic requirement was fulfilled, whereas the next higher requirement became the prior requirement which could dominate people's behavior. The results of analysis indicated that for personnel management of a forestry unit, it is a key and important point to learn and try to satisfy the prior requirements of the staff.
