H2 Optimization for Improved Automatic Generation Control with Solar Energy under BAL-003-1 Standard

Inverter-based renewable generation from wind and solar resources can lead to increasing power disturbances and may result in exceeding regulatory limits of frequency and tie-line constraints in various NERC standards. An $\pmb H_{2}$ optimal control approach is proposed in this paper to address concerns with frequency regulation and tie-line power flow. Assignment of inputs and outputs in $\pmb H_{2}$ controller structure provides for optimal results when accounting for performance objectives. Results are compared with conventional generator controls. Low frequency drops and minimum power swing in tie-lines are achieved with the proposed approach to meet the requirements of NERC BAL-003-1 standard.
