Implementing Security Improvement Options at Los Angeles International Airport

The Rand Corporation conducted a study in 2004 to evaluate options for protecting the Los Angeles International Airport (LAX) from terrorism. Recommendations were offered in October 2004. In November 2005, Rand was requested to determine whether or not adding security film to windows facing the Central Terminal Area (CTA) was a cost effective means of mitigating a car bomb threat at LAX. This document summaries findings from 2004, evaluates the changes that have occurred at LAX since then, examines how effective a terrorism deterrent it would be to add security film to the windows, and offers recommendations for carrying out the key findings from the 2004 report.
