Raising Retirement Age and Developing High- skilled Elder Talent Resources:Mechanism and System Design

In recent years,China facing the two prominent issues:the lower retirement age and the waste of high- skilled elder talent resources,improving retirement age of high- skilled talent is an effective measure which can kill two birds with one stone.In order to achieving dual goals of improving retirement age and developing high- skilled elder talent,the article analyses the mechanism between improving retirement age and developing high- skilled elder talent resources firstly,then constructs the quantitative relation model of improving retirement age and developing economic as well as employment to analyze the opportunity and scheme about how to improving the retirement age of high- skilled talent,which using principles such as gray system,cohort analysis etc.In the end,this thesis puts forward recommendations in the perspective of conceptual,legal environment,management system and incentive mechanism.
