ACCESS TO ESSENTIAL SERVICES: ANALYZING THE EXISTING SYSTEM

Following introductory remarks in Section I, Section II of this report defines essential services and identifies key problem areas, for which purpose a conceptual model or framework was developed. The third section provides a broad ranging literature overview, and the fourth section describes the existing essential service system in the study area. In the final section of the report an integrated methodology is described which accomplishes the tasks of assessing satisfied and latent demand, and developing predictive models for both. This methodology was designed to meet three specifications: first, that it be of use to government agencies at the county, COG, or state level; secondly, that it be capable of implementation by agencies at these levels; thirdly, that if provide the inputs necessary for subsequent years research.
