Of necessity, there fore, this presentation will have to be somewhat dogmatic and very selective, and many will probably feel that highly im portant developments have been omitted. Nor is the task rendered any easier because in the last few years the nation has become much more aware of the social problems facing it, and so much has been written about poverty or unemployment or the problems of the metropolitan complexes, that it is difficult to say anything fresh or novel.
