There is behavior-based safety refers to the process of using a proactive approach to safety and health management. It either focuses on risk of behaviors that can lead to an injury, or on safe behaviors that can contribute to injury prevention. Early applications of behavior based safety included the construction and manufacturing industries, but today behavior based safety is applied to a wide variety of industries and service lines. This behavior based safety program can offer a set of significant human error countermeasures to be considered for human error in NPPs as well as other fields of industry. The current methods for the human error prevention in NPPs are several techniques such as Self-Check, Peer Check, Concurrent Verification, 3-way Communication, etc. However, it is not enough to grasp the whole human error problems in operations because the things are needed in fields are a behavior technique not a simple knowledge. For the problems found out by the study, several managerial points were also recommended in order to improve the effectiveness of preventive educational technique on human error. Among them, the expertise of the manager as well as the instructors, the necessity of practice rather than theoretical explanations, and the basic utilization of work manuals were emphasized. As for an example, a computer-simulated experiment was conducted to verify a suggested alternative technique - direct & call. The result of the experiment advocated the viewpoint of the present study so that it could be concluded that implementation considering behavioral scientific effect would be best and followed by implementation with confirmation, and then mere implementation. For further research, the suggested techniques should be refined to appropriate form for nuclear facilities, and a review of field workers needs to be continued since it cannot be applicable everywhere in the related facilities.
