A cargo scanning system (200) comprises a first material statistics estimator (210) for estimating a nominal material statistics (219) for a freight unit (1). The first material statistics estimator comprises a calculation unit (212) configured, material data and appropriate amounts of a cargo declaration (10) for the freight unit (1) implemented in the nominal material statistic (219). A second material statistics estimator (224) is provided for estimating an actual material statistics (229) for the freight unit (1). The second material statistics estimator comprises an image processing unit (220) for analyzing one of transmission image data (22) of the cargo unit (1), which are provided by a radiographic inspection (20), and for converting the radiographic image data in the actual material statistics (129; 229). A material statistics comparator (260) is for comparing the nominal material Statistics (219) and the actual material statistics (229). A corresponding method for controlling a validity of a cargo declaration (10) for a match with goods, the cargo unit described in one of the cargo declaration (10) (1) are contained, is also disclosed.
