Faculty Unions and the Strike Weapon

The rapid growth of unionization on university and college campuses throughout the United States has given rise to a considerable body of commentary and research.' The concern has sometimes been expressed that faculty unionism may lead to the eclipse of academic freedom, the bureaucratization of academic affairs, and the end of faculty professionalism [15]. Comparative studies of the character and development of faculty unions in differing legal and institutional environments [4, 10, 11, 12, 14, 15] have helped move us beyond such ungrounded generalizations about unionism as a whole toward an understanding of the ways in which the character and impacts of faculty unions are linked to the contexts in which the unions operate. The degree of union militancy, professionalism, and involvement in substantive issues of academic governance have all been shown to vary widely. Studies of faculty unionism in foreign contexts would also be useful additions to this line of analysis since they would highlight the impact of distinctive national institutional contexts on unionism. However, few such scholarly studies have appeared of late.2 This paper seeks to contribute to the comparative study of
