Toward a General Theory of Customs Unions for Developing Countries

Abstract : An attempt is made to lay a corner-stone for a general theory of customs unions in less-developed countries. No attempt is made to examine the conditions under which a protectionist policy makes good sense; rather industrialization is accepted as a legitimate policy goal, and membership in a customs union is considered as a means toward a desirable economic end.
