지방정부 음식물쓰레기 재활용 정책의 평가와 활성화 방안

The purpose of this study is to evaluate the current food waste recycle program local governments implement, focusing on the stage of disposal. It follows by the discussion of the program, indication of problems, and suggestion of new indicators. The review of the program shows that the current program is mostly about facility-related program and disregards the importance of the disposal stage. This study employs factor analysis as a statistical method in order to evaluate the factors influencing the successful implementation of the program. 528 apartment households were selected randomly as sample in Daegu city. Seven factors are shown: the degree of effort to diminish food waste, collecting food waste, expectation effect on diminishing food waste, demographic factors and administrative effort, the cost on food waste, attitude and practice on food waste, and the number of disposal and use of apartment space. The regression analysis is used in determining the amount of impact of the seven factors on utilizing the recycle program. These factors influence the disposal stage as well as collecting and treatment stage. Based upon the empirical analysis, followings are suggested: downsizing food waste, proper size and convenient use of food waste can, and collecting times. To enhance the expectation effect of downsizing food waste requires building up the trust in government, demographic factors, and administrative effort. The recycle program should consider the non-market quality as well as market one of food waste, which requires the maximization of citizen benefit. The attitude and practice on the recycle are independent variables of all factors.
