The motivations for citizens' adoption of e-government: an empirical study in the UAE

The aim of this study is to identify the factors that encourage citizens to adopt e-government in the United Arab Emirates (UAE), specifically in Dubai. The UAE is considered one of the leading countries offering this service in the Arab world. Dubai, which is one of the emirates in the UAE, formally launched this service in 2001. Drawing on the technology acceptance model (TAM), this paper develops a framework incorporating the following exogenous factors: quality of internet connection, computer self-efficacy, security issues and website features. The proposed modified TAM model has been tested with a survey sample of 502 which was distributed among citizens in Dubai. The data have been analysed using structured equation modelling (SEM) to evaluate the strength of the hypothesised relationships. The results strongly support the extended TAM model in predicating citizens' attitude towards e-government. They also demonstrate the significant effect of exogenous factors on citizens' attitude through perceived ease of use and perceived usefulness. The implications of the findings of this study are discussed and suggestions for future research are presented.
