VEHICLE OPERATING COST MODELS : MINISTRY NEEDS AND STATE OF THE ART

The goal of the British Columbia Ministry of Transportation and Highways' Economic Analysis Project is to entrench the practice of public transportation investment appraisals in the Ministry. A Phase 1 report highlighted immediate needs in economic analysis and charted a strategy for future phases. Phase 2 produced preliminary tools for economic appraisals of rural road projects. This report expands on the Phase 1 findings regarding the needs of the Ministry in modelling vehicle operating costs (VOC). It is based on both the conclusions from Phase 1 and on subsequent experience with real applications at the Ministry. Other agencies' research findings since 1992 are also included.
