Incident Command System in China: Development and Dilemmas Evidence from Comparison of Two Cases

Unlike many western countries, China is absolutely a freshman in emergency management and newly starts to set up Incident Command Systems (ICS) suitable for national situations by learning from those of America gradually. According to comparison of two cases, Gas Blowout Accident in 2003 and Yushu Earthquake in 2010, this article presents the development of ICS in last decade of China, shows some dilemmas it confronted and reveals the reasons we need to make standardization of ICS of our priority as well.
