Study on Motivation Mechanism of Citizens' Participation under the Conditions of E-government

This article explores a practical and significant issue on how the public sector should create an effective motivation mechanism to promote actively participation in public decision-making process under the conditions of e-government. First of all, the paper analyses the negative effect of public participation and the significance to encourage citizens to participate under the conditions of e-government. Then, the design principles of the relevant incentive mechanism are discussed. Finally, through the theoretic analysis of incentive function, the paper illuminates how the public sector should chart the correct direction of countermeasure to inspirit citizens to participate.
