This study reviews different ways that the level of service for two-way two-lane rural highways can be defined, explores the implications of these alternatives, and uses these findings to recommend appropriate courses of action to extend and improve the methodology published in the 1985 Highway Capacity Manual. The study also conducted an empirical and computer simulation-based investigation of traffic operating conditions on selected low design speed two-lane highways in Northwest California in order to develop explicit quantitative relationships which apply to highways of this nature. This volume, Volume 1, contains the Final Report. Volume 2 contains the Appendix which has summaries of field data.
