Workgroup Report

This workgroup report was prepared in group discussions with all participants. It represents a synthesis of the information presented at the workshop, the conclusions drawn during the discussions and the final plenary session. The report has been circulated to all participants for comments and additions. Its final form represents the common view of the Chairmen, the rapporteurs and the participants of the workshop.
