WRI CCS Guidelines and Emerging Geologic Sequestration Regulations: A Comparative Assessment

Abstract Carbon capture and storage will likely be a crucial bridging technology as we move to a low-carbon global economy. The WRI CCS project was initiated to develop stakeholder consensus on policies and procedures for safe and effective demonstration and deployment of technology. This effort is taking place in the context of rapidly changing policy arena. The U.S. EPA initiated a process to develop geologic sequestration regulations and several efforts are being undertaken globally. This paper presents a review of WRI guidelines in the context of the U.S. EPA Draft Geologic Sequestration Rule and the Draft European Union Geologic Sequestration Directive.
