Organizational Knowledge Models and the tools build mostly based on these models, usually work over content and data management systems and treated as the gadgets for revealing organizational explicit knowledge. This treatment causes building incomplete tools that seems potentially able to reach every aspect of knowledge requirements but only stays in this explicit knowledge domain. This condition also brings inability to see connections between intra and extra organizational factors and their dependencies especially for the organization’s individual members’ tacit knowledge view and the potential applicability of this factor with the organizational tacit knowledge and strategies. On the other hand, to see the model applicability in real conditions, a framework based on this model to see hidden relationships in the whole organizational knowledge warehouses is required. In this study, with the aim to highlight the need for building a meta knowledge model to reveal tacit knowledge, a knowledge visualization framework will be discussed as a potential module which can be implemented in a decision support system. A possible implication in the e-government domain based upon cloud computing architecture for local municipalities will also be suggested.
