Different socio-cultural circumstances, history itself and the posed challenges as an organization explain the existing diversity in the schools. However, among these, one can find common elements which allow one to work out a theory about different stages of organizational development. Moreover, it allows one to establish relationships in the organisational stage, structures and strategies of working. Besides, educative models for teaching and for permanent education, which are applied impicity or explicitly. Establishing models of analysis allows one to study the levels of coherence of teaching as well as to discover possible problems. An institution of quality must be, at least, coherent. lt must also try to decrease the existing problems if one understands that quality is commitment to positive development which will enhance starting positions.
