ABSTRACT This paper is an application of the graphical representation of k-dimensional data technique developed by Professor Herman Chernoff. It is written for the intended use of foreign policy and international relations analysts as a statistical tool in analyzing and presenting complex Soviet foreign policy phenomena. It discusses building a computer base data file from existing sources, purpose and techniques for data modifications and transformations, and methods for selecting variables for the research problem. Soviet foreign policy acts in twenty-five Sub-Saharan African countries for 1964 through 1975 are then represented and analyzed in ten sets of FACES. Other applications of the FACES methodology are reviewed and recommendations are made for further modifications and applications of the methodology in the area of foreign policy studies.
