Quantitative analysis of the effect of adaptive satellite power control as a rain attenuation countermeasure

The 1992's World Administrative Radio conference (WARC'92) made an allocation in the bands 21.4-22.0 GHz in Region 1 and 3 to the broadcasting satellite service (BSS). By this new BSS with wider RF-channel bandwidth, it is expected that high quality picture services, including HDTV as good as a studio standard, can be received. To realize this new BSS system, mitigation technology of rain attenuation is very important. As the mitigation methods, dynamic methods such as hierarchical information transmission and/or adaptive satellite power control using satellite multibeam antenna have been proposed. The effect of the dynamic satellite power control method is discussed quantitatively by using the spatial correlation characteristics of rainfall rates. It is assumed that the area or country of concern is covered by several beams and the EIRP of each beam can be controlled according to the attenuation value observed at the center of the beam ("l-monitor station" method).<<ETX>>
