The invention relates to a method for issuing information. The method includes the following steps that: 201. information is input by users through a terminal server, an encipher receives the information from the terminal server and the information is encrypted through calling an encryption algorithm to form an cryptograph, and simultaneously a secret key stored in the terminal server is called or the secret key is generated; 202. the cryptograph and the secret key are sent to a reception unit in a network server by the encipher; 203. the cryptograph and the secret key are sent to an decipher by the reception unit; 204. a filtration unit receives a plaintext decrypted by the decipher, determines whether the information is effective, and filters out the information which does not accord with requirements. 205. a transmitting unit publishes the filtered and effective information through transmission networks. In the invention, the encipher and the filtration unit are adopted, which not only raises network security but also realizes determination of characteristics of user behaviors from a plurality of angles. Different processing modes are performed for different target users. Accuracy of target user information identification can be raised and safety mechanism of user information can be enhanced.
