Smart City Top-Down Design

This paper presents the framework of smart city top-down design,which consists of guidance system,assistance system,and five functional layers;resource and environment,urban facilities,information facilities;educational,scientific and cultural;and application aggregation.In order to fully exploit the potential of the information layer,we should improve the core function of other four layers,give an overall consideration of information infrastructure,and maximize the value of informatization through other means.
