Resource planning and control in a multiproject environment

Abstract The work and organization of Welsh Water is described as a preliminary introduction to the Authority's multi-project capital programme. It is shown that responsibility for carrying out projects lies several layers down in the organization. Efficient weekly allocation of manpower resources, quarterly allocation of finances and preparation of a five year plan of capital expenditure (incorporating purpose, urgency and cost factor) enable the Authority to run multidiscipline programmes. Communications and the human element are factors also taken into account.
