Logistics industry is especially vulnerable to statistics since survey method for statistics for policy making is not established, and is dependent on limited data published by Statistics Korea. Logistics industry plays a major role, which consists of three percent of domestic total sales and employment. Nevertheless, it is difficult to collect necessary statistics for policy making in logistics industry. In this research, the concept and scope of statistics for policy making are defined, and the present condition and potential problems of the existing statistics for policy making are explained. Further, this study surveys the newly applicable statistics for policy making in logistics industry. Also, we describe the methods for discovering newly applicable statistics for policy making. In this survey, we analyze the needs of logistics policies that can be implemented to improve current logistics industry. To investigate newly applicable statistics for policy making, we interviewed 30 people including government officials working at Ministry of Land, Infrastructure and Transport, Ministry of Oceans and Fisheries (MOLIT), and specialists in national research institute and professors in logistics related universities. For the optimization of the effectiveness of establishing statistics for policy making, eight newly categorized divisions are suggested and their scopes are determined. And 70 necessary statistics for policy making in logistics industry are characterized. Further, a comprehensive framework is also proposed for the survey to collect newly applicable statistics for policy making. Finally, this study represents the appropriate directions of revision for commercial freight transportation related laws and appropriate assignments of government agencies’ roles.
