Optimization of Load Frequency Control with Battery Energy Storage Systems -- Application of Spectral Analysis Techniques --

Abstract This paper examines the coordination of battery energy storage systems (BESSs) and thermal plants in the load frequency control (LFC) of a power system with spectral analysis techniques. Many BESSs have been introduced to LFC to relieve the challenge caused by increasing penetration of renewable energy. However, they have adopted various schemes for coordinating BESSs and conventional plants. The paper examines two schemes – parallel-dispatching and target-period-sharing schemes – for the coordination through simulations. The results show that, for the studied system, the parallel-dispatching scheme is preferable to the target-period-sharing scheme if LFC-regulated thermals can respond to the dominant fluctuations in LFC.
