MPEG-7 ENABLED DIGEST VIDEO STREAMING OVER 3 G MOBILE NETWORK

This paper presents an open framework for personalized video delivery over wireless network based on emerging multimedia standard technologies(i.e., 3GPP and MPEG). We propose a distributed content adaptation framework that provides specific mobile video delivery functions such as adaptation to a variety of mobile networks or the mobile user’s environment, and a reduction in computational burden at the content server. We adopt a terminalside content adaptation mechanism by using the concept of mobile agent, which can be implemented in Java, to generate personalized video digests dynamically taking user’s preferences and situations regarding content viewing into account. A mobile agent achieves its task as a program that controls the interaction among metadata sets that describe the mobile video delivery environment. We apply MPEG-7 standard to our design as the metadata format for describing video structures and identify a useful subset for our system design. We show how MPEG-7 works in our proposed approach in combination with Java capability to make personalized video digests dynamically over the 3GPP standard compliant packet streaming protocol stack.
