The device is applied to the electric vehicle; a BMS controls the switch-on and switch-off of a high-voltage circuit of the whole vehicle in real time according to state information of 24V low voltage, a key gear switch, a power battery and a whole vehicle controller, so that the safety of the high-voltage circuit of the whole vehicle, a driver and passengers is ensured; and the BMS receives and sends a command in real time to control the switch-on and switch-off of the anode relay, the pre-charging relay and the charging relay according to the requirement of the whole vehicle controller and the state information such as voltage, current, temperature and insulation resistance of the power battery, so that the high-voltage circuit of the whole vehicle is timely switched on and off.
