DEVELOPING METHODOLOGIES FOR QUANTIFYING FREEWAY CONGESTION DELAY

The objective of this research project is to develop a methodology (or methodologies) to quantify both types of congestion (recurring and non-recurring) within the current HICOMP (Highway Congestion Monitoring Program) California Department of Transportation budget. Given this constraint, the need for sampling and surrogate models was identified early in the project. Currently the RC delay estimate is multiplied by a factor of two to determine total congestion delay. If this method can be improved, a more efficient allocation of resources can be realized and the freeway system will better serve the needs of the public. This paper presents a summary of the research report of the same title.
