Analysis of a prediction based access control mechanism for short message data service in an integrated voice/data CDMA system

In Comaniciu and Mandayam (1999), an access control protocol for non-transparent services (e.g. email, file transfer, store-and forward facsimile) was proposed. The protocol was based on estimating the residual capacity available for data users by using an adaptive prediction technique. This work extends the analysis for the case of the short message data service, that is characterized by Poisson arrivals. Due to the short duration of data messages, we assume open loop power control for data, as opposed to closed loop power control for voice. The proposed method allows a more efficient resource utilization and increases the system capacity compared with the persistence state based protocol. We also investigate the possibility of trading off system capacity for access delay. Using an analogy with a data queueing system, it is proven that the optimal policy is the one that allows retries only for the data packets which are received in error.
